§ 31-718. AUTOMOBILE AUCTIONS.

  • (a)

    PERFORMANCE STANDARDS. Automobile auctions shall meet the following standards:

    (1)

    Vehicle wholesale auctions shall be located on a public street capable of accommodating the traffic generated by the use based on a Traffic Impact Study consistent with Appendix B of the Unified Development Ordinance.

    (2)

    Vehicle wholesale auctions shall be a minimum of fifty (50) buildable acres.

    (3)

    The use shall be served by public water and sanitary sewer.

    (4)

    A hazardous materials management and stormwater runoff control plan detailing the methods to be employed to ensure that no hazardous or petroleum-based products are permitted to infiltrate into groundwater or surface water resources shall be prepared, submitted to and approved by the health department, department of public works, department of planning and the fire department.

    (5)

    No vehicle parking, storage or display associated with such uses shall be permitted to occur on adjacent public rights-of-way.

    (6)

    Outdoor speaker or paging systems shall be directed away from property lines and shall be designed to prevent objectionable noise levels on adjacent properties or streets.

    (7)

    Garage bay doors shall be screened from direct view from public streets by a combination of landscaping and earthforms. Any berms used shall comply with the landscaping provisions of this Ordinance.

    (8)

    Any car-carrier loading/unloading area and vehicle storage areas shall be located separately from the customer parking.

    (9)

    Automated car washing associated with this use shall use recycled water.

    (10)

    The storage of vehicles beyond sixty (60) days that are not in operating condition shall not be permitted.

    (11)

    Outdoor vehicle storage, parking spaces and loading spaces shall be specifically identified on an approved site plan and shall be limited to such areas.

    (12)

    The test driving of all vehicles shall be conducted on site.

    (13)

    There shall be no sales of component parts from vehicles from the site. Only whole vehicles may be sold.
