B-10. - SUBDIVISION ENGINEERING PLANS.

  • Fifteen (15) copies of the Subdivision Engineering Plans or Site Plans sealed by the appropriate authorized design professional shall be submitted to the Director for review. The Construction Plans shall be at any scale from one inch equals ten feet (1″ = 10′) through one inch equals one hundred (100) feet (1″ = 100′), with the exception that 1″ = 25″ is permitted so long as the scale is an increment of ten feet and is sufficiently clear in reflecting details of the proposed construction. Subdivision Engineering Plans or Site Plans shall be prepared on 24″ × 36″ sheets. The title page shall be used as the cover sheet for the Subdivision Engineering Plans or Site Plans. The Plans shall include, but are not limited to the following information, shown on separate sheets:

    (a)

    Failure on the part of the applicant to satisfy the requirements of this Section will result in noncompliance. All final architectural drawings and subsequent subdivision plats, site plans or plot plans shall comply with the design approved or conditionally approved by the City of Suffolk. Deviation from the design and layout plans and representations made to the City of Suffolk will result in the invalidation of any building permit for the site, and no construction or development activity shall be permitted unless and until a new building permit is approved. If the applicant/developer transfers title to the subject property, all subsequent property owners will also be required to comply with the approved design standards.

    (b)

    Roadway, sidewalk, bikeway and traffic control construction plans, profiles and detail sheets.

    (c)

    Sanitary sewer system construction plans, profiles and detail sheets.

    (d)

    Stormwater management plan showing plan and profile of proposed storm sewer drainage facilities, detail sheets, hydrological and hydraulic calculations and other information as required by the City Engineer.

    (e)

    Proposed grading cross sections and final contours in critical drainage areas.

    (f)

    Water distribution system construction plans and details.

    (g)

    Locations of existing and proposed street lights, electric, telecommunications and other utility improvements.

    (h)

    A general schedule of timing and sequence of construction for all required improvements.

    (i)

    Roadway construction detail sheets: All construction details pertaining to the roadway improvements (e.g. pavement details, pavement width, curbing, sidewalk, unpaved areas, entrances, lighting, etc.) shall be shown on typical section, in plan and profile as required by the City Engineer.

    (j)

    Benchmark information.

    (k)

    Grading plan: A grading plan showing the proposed finished grading within the subdivision shall be provided. All grading details pertaining to side development shall be shown in plan or on cross Section sheets. Specific details shall include, but shall not be limited to:

    (1)

    Existing and proposed contours at two-foot intervals. Contour intervals for grading plans greater than two-foot will require the City engineer's approval.

    (2)

    Site grading shall be compatible with ultimate roadway elevations.

    (3)

    Where required by the City Engineer, cross sections showing existing ground and finished grades plotted at a scale of not less than one inch equals 100 feet (1″= 100′) horizontal and one inch equals ten feet (1″ = 10′) vertical.

    (4)

    Erosion control plan, as applicable, showing compliance with State and local requirements.

    (l)

    Detailed site plan of the proposed development's layout, including the following information:

    (1)

    The location, size and height of all structures, including signs, fences and walls;

    (2)

    The location, size and dimensions of all yards and proposed setbacks;

    (3)

    The location, dimensions and layout of all areas to be used for driveways, walkways and parking areas;

    (4)

    The location and design of all exterior site lighting within the proposed development;

    (5)

    The proposed landscaping treatments of the site, in accordance with the landscaping standards of this Ordinance.

    (m)

    The proposed sign package for the development in accordance with the sign standards of this Ordinance.

    (n)

    Architect's or artist's rendering of all proposed structures showing the front, side and rear elevations and general design features;

    (o)

    Architectural treatment of all structural exteriors, including building materials to be utilized.

    (p)

    The time frame within which the project is to commence and to be completed and read for occupancy.

    (q)

    Failure on the part of the applicant to satisfy the requirements of this Section will result in noncompliance. All final architectural drawings and subsequent site plans must comply with the design approved or conditionally approved by the City of Suffolk. Deviation from the design and layout plans and representations made to the City will result in the invalidation of any building permit for the site, and a new building permit will have to be submitted. If the applicant/developer transfer title to the subject property, all subsequent property owners will also be required to comply with the approved design standards.

    (r)

    ENVIRONMENTAL SITE ASSESSMENT.

    (1)

    INFORMATION REQUIRED: A map showing the actual dimensions of the subject property according to the recorded plat of such property or, where a recorded plat within the chain of title is not available, a map showing the property's dimensions as described in the most recent conveyance of the property. Such map shall contain the following:

    A.

    All existing and proposed right-of-way widths of streets adjacent to the property, and all right-of-way widths of streets identified in the City's master street and highway plan as running through the property.

    B.

    For properties located wholly or partially within the Chesapeake Bay Preservation Area Overlay District, contour lines, showing at a minimum the most recent contour mapping maintained by the City.

    C.

    When the proposed use of the property includes or proposes land disturbance for residential, assembly, day care, group home, recreation, school, library, or similar type of development where exposure to contaminated soil or water would pose a threat to the public health and safety, the application shall include a Phase 1 environmental site assessment prepared in accordance with the specifications in the most recent standards adopted by the American Society for Testing Materials (ASTME1527-US) and the Suffolk Public Facilities Manual. Where deemed necessary by the Department of Public Works, the applicant shall also submit a Phase II environmental site assessment prepared in accordance with the Suffolk Public Facilities Manual. The Phase I and Phase II environmental site assessments shall contain recommendations to address any and all adverse environmental conditions of the property, including without limitation. Contamination of the soil, surface water or groundwater.

    (2)

    CERTIFICATION. All applications for engineering plans shall contain a certification by the owner that to the best of his knowledge, the application is complete and accurate. This certification shall apply to all plans, environmental reports and attachments accompanying the application. No application shall be deemed complete without this certification. False certifications shall be deemed a violation of this ordinance and shall be punishable in accordance with Section 31-310 of this ordinance.
